Kate has dedicated her career to social care and ensuring that people with lived experience drive meaningful change. First working in frontline roles supporting people with learning disabilities, then as a qualified social worker, and manager and as a deputy director of commissioning.

As Director of Adult Social Care at Oxfordshire County Council, she embedded a level of co-production across the county, which the Social Care Institute of Excellence commended. Kate then spent over five years at the Care Quality Commission, overseeing the regulation of all adult social care providers in England, first as Chief Inspector, then as Deputy Chief Executive and more recently interim Chief Executive.

As the CEO of United Response, Kate will use her passion for co-production to deliver a long-term vision which builds on the charity’s 50-year history as one of the largest providers of social care support in England and Wales.

Kate Terroni said: “I am thrilled to join United Response at this critical time for people drawing on social care. From support worker to social worker, Director of Social Services to regulator, I have committed to putting the voices of people who receive care at the heart of everything I do. I am delighted that I can use my experience from working across social care to lead an organisation that shares the same values and ambitions for the people we support.”

Malcolm McCaig, Chair of Trustees said: “We are delighted to announce the appointment of Kate Terroni as our new Chief Executive. She joins United Response at an important moment as we develop our strategy and set our ambitions for the next three years. Kate is a strategic leader; her experience, passions and values will help drive our work forward. Having undergone a significant transformation, Kate will now support United Response’s growth and development. I and my fellow Trustees, look forward to working with Kate and the team on these plans for the benefit of the people we support.”

Francesca Moss, Chair of United Response’s People’s Forum said: “By working with people we support and including their voices in decision-making, we are a stronger organisation that delivers better outcomes. Myself and the members of the People’s Forum are excited to welcome Kate to United Response and work with her to be the very best organisation for the people we support.”
